Abstract	The article shows that corruption in Ukraine has signs of a systemic phenomenon that reduces the quantitative and qualitative indicators of purchased weapons and military equipment. It is proposed to more actively involve the anti-corruption potential of civil society through its impact on public officers who do not meet the standards of integrity. Nongovernment organizations with similar powers should be formed by oppositional political forces and be accountable only to the appropriate bodies of GRECO.
